Lilly Pendragon (リリィ・ペンドラゴン, Riryi Pendoragon) is a minor character in Suikoden II and a major character in Suikoden III. Lilly is the spoiled daughter of President Gustav Pendragon who, as a young lady, investigates rumors of Fire Bringer raids on Tinto caravans.
History
Encounter with Neclord
Lilly was the daughter of Gustav Pendragon, who served as mayor of Tinto City during the Dunan Unification War. She was the apple of his eye and was a bright and cheerful child who lived a happy, comfortable life. Her pigtails were her defining feature as a child. She loved her father dearly, though she took after her mother in looks. Her cheerfulness reminded Nanami of Pilika to a certain extent.
When Neclord attempted to take over Tinto in the middle of the Dunan Unification War, Lilly was kidnapped with the intent of making her his bride. Thanks to the efforts of Viktor, Marlowe, and Sierra, among other members of the New State Army, Lilly was safely rescued and returned to her father.

As a young woman, Lilly grew up to be both beautiful and clever but also selfish and stubborn due to her spoiled upbringing in Tinto. She was also very hard on her attendants, Samus and Reed, putting too much pressure on them and generally displacing her own failings onto them.
Still, even with all that, she was courageous and not easily scared and willing to fight for her beliefs. She was also very dependable in a crisis. As an adult, Lilly deftly wielded an elegant one-handed sword with a slender blade and guard shaped like a cross.
She first met Chris Lightfellow at the Zexen Federation Day Ball in 470. There, she insisted that Chris dance with her and when Chris, who was not good at dancing at the time, accidentally spilled a glass of wine on Lilly's dress, a brawl soon broke out. Lilly ended up throwing a cake at Chris, who retaliated with a slap.
The fight would finally end after the two finished hurling tables at one another. Despite, or rather because of, this incident, the two recognized the strong will in each other and the two, especially Lilly, considered themselves friends.
Lilly came to the Grassland during the early stages of the War of the Champions, escorted by her attendants, chasing down the Fire Bringer that had been rumored to be attacking Tinto trade caravans in the area. She would meet Hugo and Sgt. Joe at the Duck Village and they would journey together in tracking down the Flame Champion.
They would eventually part ways, with Lilly returning to Tinto for a time, but would return, with reinforcements, when Harmonia invaded the Grassland. Lilly would then cooperate with the Fire Bringer for the remainder of the war.
Following the war's conclusion, Lilly would return to Tinto for a time before setting out on a journey to study in Harmonia, sneaking out of Tinto behind her father's back and with her two attendants in tow.
