Anabelle was the mayor of Muse City. Anabelle grew up in a politlcal household; her father, Darrell, had also been the mayor of Muse City. She was very popular as mayor, especially after signing a peace treaty between the Highland Kingdom and Muse.

Standing as tall as most men, Anabelle was distinguished by her reddish-brown curly hair, which flowed below her shoulders, and her characteristic attire, often consisting of a blue shirt, white trousers, and a vest, complemented by a blue bandana.

When Luca Blight broke the peace treaty and pillaged East Muse, Anabelle was one of the first to recognize him as a threat and convened the Hilltop Conference at Jowston Hill. This proved unhelpful, however, as most of the other City-States refused to believe her, leaving the forces of Muse and Viktor's Mercenaries to defend against the Highland Army when they attacked Muse City.
Anabelle assumed the mayoral position in Muse City following her father Darell's tenure as mayor. This elevated her to a prominent leadership role within the City-States of Jowston, where she demonstrated exceptional talent in fostering unity among its diverse factions despite the frequent political clashes.

Though Anabelle's forces were able to delay a takeover by Luca Blight, Muse fell under Highland rule when Jowy Atreides betrayed Jowston, murdering Anabelle and throwing open the gates for the Highland forces. Though she was unable to prevent the fall of Muse, the other leaders of the City-State of Jowston would eventually rally behind the flag of the New State Army and defeat the Highland Kingdom.
Anabelle shared a longstanding friendship with Viktor, forged during his early days as a mercenary in Muse City. In SY 449, after the vampire Neclord wreaked havoc on North Window, Anabelle joined forces with Viktor to form the South Window City investigation team.

Personality and Traits
This mission marked her first time away from her father, and the gruesome nature of the task, coupled with her personal connection to Viktor, weighed heavily on her. Six months later, she enlisted Viktor's help for another mission—investigating a plot that exploited the North Window incident to stoke tensions between South Window and Two River City, threatening war.
Anabelle was a much celebrated politician. Anabelle was deeply patriotic and sought to protect Muse. As mayor, she was known for being diplomatically savvy; her ability to get the Highland Kingdom to sign a peace treaty was seen as a large diplomatic coup. She was not fond of those who sucked up to her or those who wasted time speaking needlessly and had high expectations of those who worked with her.  She was also able to delegate well, leaving military affairs to Hauser while she handled civic matters.

Anabelle inspired strong feelings in those who worked with her. Her chamberlain, Jess, was deeply in love with her, but hid his feelings as part of his job.  She was also very fond of the company of Viktor, and claimed that if she had been born in different circumstances, the two would be a well matched couple.
During the investigation, Anabelle, armed with a slender sword, displayed limited combat experience, rendering her most vulnerable among her companions. Nevertheless, with the timely intervention of Hauser, she emerged from the ordeal unscathed. Subsequently, she bid Viktor farewell as he embarked on his quest to vanquish Neclord, dedicating herself to strengthening the Jowston Alliance.

Anabelle felt some guilt for the way the City-State had treated Genkaku and was upset she was unable to atone for her father banishing him, but felt at peace after knowing that Riou and Nanami had shared a happy childhood. As she died, she remarked that she felt it was fate that had pulled Riou to her, allowing her to apologize for one of the sins of Muse's past.
Anabelle's achievements stemmed from her political acumen, impartiality, and personal charisma. Additionally, the support and assistance provided by individuals such as Hauser, Jess, and Fitcher significantly contributed to her success. Comparable to McDohl and Genkaku's son, Anabelle possessed exceptional leadership skills and adeptly recruited talented individuals, cementing her status as a remarkable leader.

Despite her accomplishments, Anabelle's ability to navigate the fragmented City-State had its limitations. Her commitment to safeguarding the peace of Jowston also left her with little time for personal relationships. Nevertheless, as a close friend of Viktor, they would often share moments over drinks, their camaraderie transcending any potential romantic entanglements due to perceived social disparities.

Regrettably, when the Highland Kingdom initiated an assault on Jowston, Anabelle struggled to unite the disunited powers. Tragically, before her efforts could yield further results, she fell victim to betrayal and was murdered in her room during the night, perpetrated by Jowy Atreides. Although one individual, Anabelle's untimely demise dealt a fatal blow to the already faltering City-State.

In her final moments, she would encourage the hero and Nanami to flee as the Highland invasion began, her instinct to the last being to protect the people she felt responsible towards.

Anabelle (アナベル, Anaberu) is a supporting character in Suikoden II and Genso Suikoden Card Stories. Anabelle is the popular mayor of Muse City at the beginning of the Dunan Unification War.

History

I was born and raised in Muse. It's natural that I want to protect my home.

—  Anabelle
Really should have called it the Hilltop Confrontation.

Standing as tall as most men, Anabelle was distinguished by her reddish-brown curly hair, which flowed below her shoulders, and her characteristic attire, often consisting of a blue shirt, white trousers, and a vest, complemented by a blue bandana.

Anabelle assumed the mayoral position in Muse City following her father Darell's tenure as mayor. This elevated her to a prominent leadership role within the City-States of Jowston, where she demonstrated exceptional talent in fostering unity among its diverse factions despite the frequent political clashes.

Anabelle shared a longstanding friendship with Viktor, forged during his early days as a mercenary in Muse City. In SY 449, after the vampire Neclord wreaked havoc on North Window, Anabelle joined forces with Viktor to form the South Window City investigation team.

No-one thanks fate for Jowy, clearly.

In Genso Suikoden Card Stories

Do your best beam!

Anabelle plays much the same role in Genso Suikoden Card Stories as she does in Suikoden II. She's the mayor of Muse City and old friend of Viktor, attempting to rally the City-States of Jowston in the war against the Highland Kingdom. She is killed by Jowy Atreides when he sneaks into Muse, before opening the gates for the Highland advance. Her interactions with Viktor and the Hilltop Conference are not in the game.

Before her death, Anabelle is an event encounter in the Nearby Forest surrounding the Forest Village. If talked to, she will gift the player between 1000 and 9999 potch or, rarely, her card 004 Anabelle. This is the only way to obtain her card.
