Hoi (ホイ, Hoi) is a character in Suikoden II who also appears in Genso Suikogaiden Vol.1. Hoi is a con artist who went around the City-State of Jowston posing as the hero.
History

Hoi is a thief from Kanakan who has been involved in various petty crimes across the land. During the Dunan Unification War, he would steal Ayda's horse in the forests near Greenhill City and attempted to sell it to Nash Latkje. When Ayda discovered the theft, she would chase off Hoi with a flurry of arrows.
Hoi also began to impersonate the leader of the New State Army in order to take advantage of his name. Hoi pulled this trick several times, including in South Window City, Two River City, and Radat Town, using the scheme to bilk on bills without paying.
The real leader of the New State Army, who happened to be in Radat, was spotted by the crowd as they confronted Hoi and was mistaken for another lookalike. Both men would be beaten up by the crowd and Hoi, believing his partner to be another lookalike, offered to join forces, but when the two returned to North Window, Hoi realized his mistake.
Although imprisonment was considered, Hoi remained in the New State Army for the duration of the war. He wielded tonfa in battle, just like the hero, and their similar naming was possibly part of his impersonation grift. He was nearly as proficient in their use as the hero, however.
Following the conflict, Hoi briefly decided to retire from thievery, aiming to work dilligenty, but soon realized that this was a mistake and quickly returned to his life of petty larceny.
