Hoi, a thief hailing from Kanakan, earned a reputation for engaging in various petty crimes across the region. During the tumultuous period of the Dunan Unification War, he resorted to stealing Ayda's horse in the forests near Greenhill City and attempted to sell it to Nash Latkje. However, Ayda swiftly uncovered the theft and forced Hoi to retreat with a flurry of arrows.
In a brazen attempt to exploit the name of the leader of the New State Army, Hoi began impersonating him on multiple occasions. This slanderous scheme played out in South Window City, Two River City, and Radat Town, allowing Hoi to evade payment for various bills.
During one of his impersonations in Radat Town, the true leader of the New State Army happened to be present, leading to a perplexing case of mistaken identity. Both Hoi and the actual leader were confronted by the crowd and subjected to a beating. Believing his fellow victim to be yet another lookalike, Hoi offered to form an alliance. However, upon returning to New State Army Headquarters, he realized his misjudgment.
Though Hoi faced the possibility of imprisonment, he decided to remain with the New State Army throughout the war. Even while staying with the New State Army, he always looked for an opportunity to indulge in petty thievery and could be found skulking suspiciously in various areas of the castle.
In battle, he demonstrated a proficiency with tonfa, much like the hero, possibly utilizing their similar naming as part of his impersonation strategy. While not quite as skilled as the hero, Hoi showcased competence with these weapons.
Following the war's conclusion, Hoi briefly attempted to retire from a life of thievery, endeavoring to pursue a more honest path. However, he quickly recognized this as a mistake and promptly reverted to his familiar life of petty larceny.
