Fitcher played a vital role in aiding the [[Dunan Army]] in [[Greenhill]], providing forms for them to pose as students and aiding [[Shin]] and [[Nina]] in escaping. Fitcher became the acting mayor of Muse during the [[Dunan Unification War]], after Jess abdicated from the position.

Fitcher was a politician who worked in Muse City and was third in line for the role of mayor at the time of the Dunan Unification War. Despite being quite intelligent and an expert at negotiation and conversing, Fitcher used his scruffy appearance and a dummy act to try to make people underestimate him. He was a man of little pride and always looked to the long term. As a result, he had no problem surrendering or debasing himself temporarily to secure an advantage later.
