Gustav Pendragon (グスタフ・ペンドラゴン, Gusutafu Pendoragon) is a character who appears in Suikoden II. He is the mayor of Tinto City.
History

Gustav, a prominent figure during the Dunan Unification War, held the esteemed position as head of the mining guild in Tinto City, consequently making him the mayor of the mining town, in accordance with local traditions.
As a seasoned miner, Gustav possessed a commanding presence, his physique comparable to seasoned warriors, and his demeanor was marked by a bold and outspoken nature. His charismatic personality instilled a sense of security among the citizens of Tinto, thus earning him significant popularity as the mayor.
In his role as mayor, Gustav staunchly safeguarded Tinto's interests, displaying a marked contrast with his fellow alliance members who were deeply engaged in the war against the Highland Kingdom. Upon the outbreak of the Dunan Unification War, he took the decisive step of closing the borders of Tinto Principality.
Notably, Gustav's demeanor underwent a complete transformation in the presence of his daughter, Lilly. Around her, he assumed the role of a doting and indulgent father, showcasing a more tender and foolish side. During the latter stages of the Dunan Unification War, when Lilly was abducted by Neclord, Gustav found himself in a state of panic.
However, following her rescue by the leader of the New State Army, he swiftly returned to his usual demeanor. He would then agree to align Tinto City with the New State Army for the remainder of the war. He had great respect for the hero, seeing past his slender build, uncommon in the strong miners of Tinto, to the determination and strength in his eyes.
After the conclusion of the Dunan Unification War, Gustav chose not to align with the newly established Dunan Republic. Instead, he declared independence and founded the Tinto Republic, where he assumed the position of its president. By the time of the War of the Champions in SY 475, Gustav still held the title of president within the nation he helped establish.
