Jess (ジェス, Jiesu) is a character in Suikoden II. Jess serves as the chamberlain and vice-mayor of Muse City under Mayor Anabelle, whom he greatly respects.
History

Jess is a politician from Muse City who became a chamberlain and the Vice-Mayor under Mayor Anabelle. Jess was thought of by the citizens of muse as a good, clever and handsome man who would likely be mayor once Anabelle stepped down.
As a bureaucrat, Jess was extremely talented, but his overconfidence would occasionally lend itself to hasty decision making. As such he was more suited to a support role rather than leadership. Some even regarded his ill-thought out decision to send the hero and Jowy Atreides on a reconnaisance mission as inadvertently causing the eventual fall of Muse.
Jess was in no hurry for Anabelle to step aside, as he was in love with her but kept his feelings secret due to his duties as chamberlain. When Anabelle was murdered, Jess mourned her deeply. Seeing the leader of the New State Army at the scene of Annabelle's murder, Jess believed him to have murdered Anabelle and distrusted the New State Army, believing them to be deceiving the City-State of Jowston.
Taking the position of acting mayor, Jess, along with Hauser, assembled a force of volunteers and refugees from Muse and Greenhill in Tinto City. While trying to dispel Neclord from Tinto, Jess forced troops to attack Neclord hastily based on information received from a Muse soldier, without fact-checking the information.
Many soldiers died as a result of Jess' haste, but the New State Army was able to destroy Neclord. Seeing the hero fight so valiantly for the people of Tinto helped Jess realize he was mistaken in his suspicions. He attempted to step down entirely to take responsibility for the loss of so many soldiers but was persuaded by the hero and Hauser to fight with the New State Army.
He would renounce his title as acting mayor of Muse, passing the role to Fitcher, while serving with the force. After the war, perhaps feeling he had fulfilled his role, Jess left politics entirely and chose to live out his life as a normal citizen.
