Makai (マカイ, Makai) is a supporting character in Suikoden II. Makai was the Plenipotentiary of Two River City during the Dunan Unification War.
History

Makai served as Plenipotentiary of Two River City during the events of the Dunan Unification War. Although it must be said that Two River's system of governance precluded him from making strong decisions, it is also true that he was lacking in leadership ability.
Due to Two River's segmented political structure, it is difficult to promote united action and this, combined with Makai's indecisive nature, led to the city's lack of unity and growing internal tension. Still, though he may give off the impression of being somewhat unreliable, Makai held a genuine passion for his hometown.
During the war, Makai's efforts to cooperate with the New Alliance Army were delayed when the schemes of Kiba and Klaus Windamier fractured the relations between the Kobold district and the rest of Two River.
However, when his attempts at brokering a peace with Kiba fell through, he was more than willing to die an honorable death defending the city, holding a strong sense of responsibility as Plenipotentiary and a genuine pride and love for his home.
Makai would continue to serve as Plenipotentiary through the Dunan Unification War and its aftermath.
