Game Text
This Leader card holds a passive ability. While on the field (i.e. deployed to a non-cleared Mission card or a Facilities card), all character cards with a New State camp allegiance gain +1 Attack.
Perhaps crucially, the card makes no distinction as to whether the card is on your side or your opponent's, the only qualifier is the camp allegiance. Nor is the effect limited to the mission this card is deployed to.
