【Deploy】You declare either STR or CON. Both players reveal 1 card from the top of their respective decks and compare the declared values of those cards.
The player with the larger number adds the card to their hand if doing so would not exceed their hand limit, and the other player sends their card to the discard pile. In a tie, both players send their cards to the discard pile.
