Tov (トーブ, Tōbu) is a supporting character in Suikoden IV. Tov is the man who designed the Headquarters Ship used throughout the game.
History

Tov was a talented shipwright who was commissioned in secret by Lino En Kuldes to construct the Headquarters Ship in the Kingdom of Obel. Tov actually came in second in a contest for shipwrights held in Obel but something about him impressed Lino enough that he was tasked with this monumental job. He was not very affable and was a very taciturn person but, in his own way, was a kind, respectful figure, just lacking in the social graces.
As the shipwright, he was one of the very first crew members of the Headquarters Ship and accompanied the vessel when it fled Obel. Throughout the Island Liberation War, Tov would work to maintain the vessel to the best of his abilities, even upgrading what parts of the ship he could to make it even more effective in its war against the Kooluk Empire. That said, even Tov's considerable talents and knowledge failed to explain the presence of the strange room where Mao and Nao would take residence, much to his consternation.
Following the war, Tov would be commissioned once again by Lino to begin work on another secret ship.
