Lugat Lugam (ルガト・ルガム, Rugato Rugamu) is a supporting antagonist in Genso Suikoden Tsumugareshi Hyakunen no Toki. He is Renefarious XIII's Prime Minister of the Holy Empire of Ionia.

Lugat Lugam served as Prime Minister of the Holy Empire of Ionia under Holy Emperor Renefarious XIII during the HIY 300 Teras Pharma conflict. A member of the prestigious Lugam family, he came from a long line for former Prime Ministers including his indirect ancestor Bazarte Lugam.

First encountered by the hero in the Yggdrasilian Palace, Lugat immediately set to work on preparing Ionia's defenses against the Teras Pharma once Renefarious gave the word. As the overseer of administrative organization, Lugat's role was pivotal to the smooth functioning of the Empire.

He was also aware of Renefarious' conspiracy to maintain the Barrier and foment the Vermilion Axe, supporting him in his endeavor. When outside the Yggdrasilian Palace, Lugat was never seen without his aide Neos at his side. Lugat also held the power to use the Era Trees. Soon after realizing that the House of Wisdom had been destroyed, Lugat changed the past so that the Teras Pharma breeding facilities there were transferred to the Tower of Zoe instead.

Although he played coy with the Company at the House of Wisdom, upon encountering them again at the Tower of Zoe, Lugat determined that the group had learned too much and needed to be stopped. He and Neos would be defeated however and with his dying words Lugat told how the Era Tree was initially planted to disperse the Stars of Destiny and maintain Ionian control but that ultimately their plan had backfired.
