Quinelia Liuis (クイネリア・リウイス, Kuineria Riuisu) is a supporting character in Genso Suikoden Tsumugareshi Hyakunen no Toki. She is the calm and strategic-minded general of the Holy Imperial Army's 2nd Branch.
History

Quinelia Liuis served as commander of the 2nd Branch of the Holy Imperial Army, stationed at Achlites. Descendant of the prodigious Liuis family, she was an expert archer, as well as an excellent commander due to her calm judgment and dynamism.
Although a general of Ionia's feared Steel Branches, she was not as dogmatic as Generals Dilom Lances and Damdin. As the Vermilion Axe bore down on the Great Wall of Achlites, Quinelia made the decision to enter into an informal alliance with the hero's company. This alliance, which allowed the 2nd Branch to focus on the main Vermilion Axe forces while the hero dealt with the Teras Pharma, proved to be a cornerstone of their victory at the Great Wall.
Already impressed with the company, the victory at the Great Wall enamored Quinelia further to their cause. She would allow her son, Laskaris to join the company with her blessing, hoping that the experience would help forge him into a fine young man like the hero. Ephil was also a friend of Quinelia, the bowyer having sold many fine arrows to the 2nd Branch over the years.
When rumors of the Yggdrasilian Throne's actions at the House of Wisdom reached Quinelia, she would lead an investigation herself. She retained what she had learned even after Lugat Lugam changed the past, thanks to her proximity to the Era Tree, allowing her to continue as an ally to the company.
When the Yggdrasilian Throne declared the hero's company to be Vermilion Axe traitors, Quinelia ensured the 2nd Branch restrained themselves and kept the group from being discovered by pursuing 1st Branch soldiers. As the full extent of the Yggdrasilian Throne's misdeeds came to light, Quinelia and Achlites would stand openly against the Holy Empire for the remainder of the war.
Following the fall of Renefarious, she would become one of the heads of the Ionian provisional government, helping to organize and sortie the various migrant caravans.
