A skilled archer, Cleo is a warrior who served under Teo McDohl during the War of Succession of the Scarlet Moon Empire. As a commander of an archery unit, Cleo grew close to Teo, the two becoming confidants. Cleo eventually came to live within the McDohl household, helping Teo to raise his young son. Cleo also kept a diary of her thoughts in her room at the McDohl household in Gregminster,  but it was always securely locked. Fiercely loyal and highly protective of her charge, Cleo served with him in the Imperial Guard, and received a Fire Crystal from Leknaat to help her in her duties. Cleo also aided Ted when he escaped from Windy, injured; Cleo was one of the first to notice that his wounds were magically inflicted. When Kraze Miles came to collect Ted, Cleo stood her ground defending the McDohl household, arguing that no one could enter Teo McDohl's household without just cause.
After Gremio's death at Soniere Prison as well as the death of Teo in personal combat with the hero, Cleo would choose to accompany the hero to the Lorimar region to try and distract herself from the personal losses suffered. She also may have recalled Leknaat's words to her at this time.

Cleo chose to accompany McDohl after he became a fugitive of the Scarlet Moon Empire, escaping Gregminster along with Gremio and Viktor. After meeting members of the Toran Liberation Army, Cleo wondered if they should join them, but worried what Teo McDohl would think of them for doing it. Cleo continued to follow McDohl as he helped to stop some of the unjust practices of the Scarlet Moon Empire. Cleo was disgusted by Grady's incredibly cruel treatment of Varkas and Sydonia, finding that Grady was unforgivable for his actions. Cleo began to have doubts that the Scarlet Moon Empire would ever allow them to return, but waited until the group returned to Lenankamp before making the decision to ultimately join the Toran Liberation Army along with Gremio, saying that she would stay by McDohl's side.
At the Warriors' Village, Hix would ask why Cleo fought, women not being fighters according to Warriors' Village tradition. Cleo responded that it was natural for her to fight as women also had things they wished to protect in the world, a pointed reference towards the hero. When thrown back to the Village of the Hidden Rune by the Star Dragon Sword, Cleo met the young Ted just prior to his bearing of the Soul Eater. Even though she knew it was not possible to change the past, Cleo felt intense anger knowing what Ted would have to go through in the following 300 years. She would try to encourage Ted and bolster his resolve for the long centuries ahead before returning to her own time.

Cleo remained by her Young Master's side as he ascended to the position of the leader of the Toran Liberation Army, regularly travelling on missions and always ready to protect him. Keeping her reputation of a battle-hardened warrior in combat, Cleo was nonetheless deeply affected by the events of the war, including witnessing Gremio's death in Soniere Prison and fighting in the battle against Teo. As a woman, some saw her choice to become a soldier unusual, but, as she noted, women have things they want to protect just as men do . Hix was especially caught off-guard by her fighting since women were not allowed to be soldiers in his native Warriors' Village.  Cleo continued to serve Tir throughout the war, pleased as Tir matured into an important person, though she missed him.
Following Sonya Shulen's capture at the Battle at Floating Fortress Shasarazade, Cleo took the time to visit Sonya, who was still enraged from Teo's death. Cleo tried to comfort her by telling her of Teo's peaceful last moments with his son. Cleo empathised with Sonya's loss but expressed her sadness that someone who could have become the hero's mother could hate him so. Because of this, Sonya would agree to join the Liberation Army, despite her continued anger.

Following the fall of the Scarlet Moon Empire and the end of the Gate Rune War, a war-weary Cleo retired from active military service, instead becoming the keeper of the McDohl household while McDohl was away.
Following the end of the war, Cleo would decide she was tired of fighting and retired to the McDohl household in Gregminster. She would maintain the household in anticipation of the hero's return, welcoming him back during the Dunan Unification War.
