Suikoden III: The Successor of Fate 11 (幻想水滸伝III -運命の継承者- 11, Gensōsuikoden III Unmei no Keishō-sha 11) is the eleventh, and final, volume of the licensed manga adaptation of Suikoden III published by Media Factory between 2002 and 2006.
This volume would be published by Tokyopop in the United States, with an extra two pages summarizing the story thus far.
The eleventh volume covers the remainder of the game, including the ending and epilogue.
Overview
Chris remains frozen in place as the other Zexen Knights attempt to fight the specter of Wyatt Lightfellow. Easily dispatching the group with earth magic, Wyatt attempts to persuade Chris to give up her rune. However, the spirit of Yun convinces Chris to fight on, and she freezes Wyatt who reveals herself to be Sarah. The True Earth Rune then unleashes a great power before returning to Sasarai.
Hugo finally catches up to Lulu, who drops the disguise and reveals himself to be Luc. Luc explains his plan: to destroy his True Wind Rune. Though he tries to justify his actions, Hugo quickly believes his true motive is revenge against Hikusaak as he vows to stand against him. Meanwhile, the remaining human Harmonian troops flee the battlefield, though it turns out to be another feint, to draw the Fire Bringer away from the Ceremonial Site.
Hugo attempts to fight Luc but Luc's mastery over his rune far exceeds Hugo's. Before he can be defeat, however, Chris and Geddoe's teams arrive to back him up. Chris and Geddoe combine their magic to fight Luc, but despite their powerful attacks the magician remains standing, scoffing at their efforts.
Sasarai arrives suddenly to try and talk to Luc. As Luc turns, Jacques takes advantage and shoots him in the shoulder with a crossbow bolt. Wounded, Luc's power grows out of control and the True Wind Rune consumes him, becoming the Wind Rune Incarnation. As the monster begins to rampage, Hugo, Chris, and Geddoe attempt to combine all three of their True Rune magics to stop it, while Sasarai uses his True Earth Rune to protect them. Though successful, Hugo, already injured, falters and passes out.
A vision is shown of Luc and Sasarai's creation. Luc is considered a failure, with the True Wind Rune certain to consume him and imprisoned. Years later, Leknaat would rescue him and make him her apprentice. She would then send him to observe the Gate Rune War and Dunan Unification War, making him fearful of the True Rune's control of the world.
Years later, Luc make his plans with the Destroyers: Destroy but a single True Rune to prevent the Gray World, while using a Harmonian invasion to force as many civilians out of the Grasslands as possible to minimize casualties. Hugo awakens as the Ceremonial Site begins to collapse. Realizing Luc is still inside, Hugo turns and reenters the ruins.
Hugo finds Luc and attempts to save him but is rejected. Sarah appears and reiterates their refusal, using her magic to teleport Hugo away. Alone, Sarah shares her warm memories of Luc with him as the two await the end.
As the defeated Harmonians make their long march home, Caesar confronts Albert. Albert muses that though he did save as many Grasslanders as he could, his overall plan failed. Now, as an Harmonian exile, he will change his name and move to a new land. Flying home, Futch laments to Sharon that he could not reach Luc or ever truly understand how he felt.
One year on, Budehuc Castle prepares for its second festival. Thomas is relieved that things are looking brighter between the two communities though he realizes there is still much to be done. Nadir is busy preparing a play: Romeo and Juliet, with Hugo and Chris in the lead roles. As they prepare, they receive updates for their comrades as well as on the efforts to secure Le Buque's independence. Later, everyone gathers for the festival and mourn those they lost, while also looking to the future.

- Albert is revealed to have supported Luc's goal and attempted to minimize civilian casualties. In the game, Albert actively works against the realization of Luc's goal, instead using the entire campaign to bolster his reputation as a strategist.
- Albert is forced to go into exile to another continent under an assumed identity for his role in Luc's plans. In the game, he maintains his position while secretly working for a foreign power from another continent.
- There is no "one year later" epilogue in the game, though Hugo and Chris do share a moment together at Budehuc Castle in both the game and manga.
