Bhutruga was a featherfolk shaman. He was something of a leader in the featherfolk city of Gugleion and the brother of Chief Guwaini. Conscious of the high status of shamans among his people, he tried to speak and act with gravitas, though often failed to convey himself well.

More dynamic and action-focused than most featherfolk, he berated both his brother's reluctance to commit to action against the Vermilion Axe or the Holy Empire of Ionia and the cowardice of his fellow featherfolk.
