The Flowing Water Cane (流水根, Ryūsui Shi) is an item in Suikoden. It was localized as the Running Water Root in the 1996 English localization of Suikoden.
Information

The Flowing Water Cane is a hidden dwarf treasure kept deep within the Dwarves' Vault. The effect or use of the Flowing Water Cane is unknown. It was stored in the bowels of the Dwarves' Vault along with the plans for the Burning Mirror.
During the Gate Rune War it was retrieved from the vault by the Toran Liberation Army as part of a challenge by the Chief of the Dwarves to prove that the vault could be successfully infiltrated by non-dwarves.
With the delivery of the Flowing Water Cane, the Chief of the Dwarves agreed to believe that Kwanda Rosman had indeed obtained the plans to the Burning Mirror and so he began construction of the Firewind Cannon to counter it.
