The Technique Rune (手技の紋章, Shugi no Monshō) is a rune which appears in Suikoden II.
Information
This rune could not be borne by an individual, and had to be attached to a weapon. Increasing hand dexterity, it gives the bearer a chance of stealing potch from the enemy when they attack, making for a vicious mugging.

Name
The term Technique Rune is accurate, but the Japanese Shugi more precisely refers to hand craft or techniques, making it more a reference to the dexterity needed to pickpocket someone.
