Neclord is a runic vampire who is known for turning his victims into zombies. Neclord was transformed into a vampire through the use of a rune. In the past, Neclord joined Windy and Yuber in pursuit of the Soul Eater; Neclord aided them in the destruction of the Village of the Hidden Rune. Many years later, Neclord destroyed the village of North Window, turning the villagers there into zombies. Despite the horrific damage Neclord caused to North Window, he had little memory of these events.
Neclord was a vampire who betrayed his brethern and cursed them to a painful death or a life of feeding on humans when he stole the Moon Rune from its shrine in the Blue Moon Village. Since then, Neclord travelled the land, striking villages and towns and kidnapping women to be his "bride" before feasting on them.

During the Gate Rune War, Neclord was appointed as the magistrate of Lorimar. There, Neclord changed the local Scarlet Moon Empire troops into zombies and skeletons. Neclord then began to threaten local villages with his zombies, demanding they send him women.
One of the villages hit by Neclord was the village of North Window, the home of Viktor. During the Gate Rune War, Neclord was appointed as the magistrate of Lorimar. Neclord travelled to Warriors' Village in order to take Tengaar as one of his brides. However, the Toran Liberation Army, along with Viktor and the Star Dragon Sword defeated the vampire.

Neclord travelled to Warriors' Village in order to take Tengaar as one of his brides. Though the villagers, as well as Hero (Suikoden) and Viktor of the Toran Liberation Army, attempted to prevent Neclord from taking her, they were unable to do so. Tengaar agreed to go with Neclord in order to prevent further harm.
However, despite appearances, Neclord had not, in fact, been killed. Neclord had used his "doppelganger secret", a technique that meant that the Neclord felled during the Gate Rune War was not the real Neclord. He would reappear at North Window during the Dunan Unification War before disappearing when confronted by Viktor.

The warriors of the village, along with members of the Toran Liberation Army, headed for Neclord's Castle. Zorak demanded Neclord return his daughter, but Neclord refused; however, recognizing Tir McDohl, Neclord invited Tir and his party to be his guests in order to capture Tir's rune and present it to Windy.
Neclord would later appear in Tinto Principality, intending to overrun the region and establish his own undead kingdom. He would also kidnap Lilly Pendragon to be his bride, as well as Lo Wen, seemingly for sustenance. With the help of Kahn Marley, Sierra Mikain and the Star Dragon Sword, the New State Army was finally able to nullify Neclord's doppleganger secret, remove the Moon Rune and strike him down once and for all.

Tir and his party raced to the top of Neclord's castle. Viktor attacked Neclord using the Star Dragon Sword; Neclord, unable to fight against the power of the sword, was defeated. Viktor cleaved Neclord, ostensibly killing the vampire.
