Southern Expansion Policy

Kooluk expansionist policy toward the Island Nations

The Southern Expansion Policy (南進政策, Nanshin Seisaku) was the name given by the Kooluk Empire to its campaign in the Island Nations region. Kooluk’s pursuit of this policy directly triggered the events of Suikoden IV.

Overview

The Imperial Faction of the Kooluk Empire spearheaded the advance into the Island Nations. While the stated aim of the Southern Expansion Policy was to “modernize” the region, its true purpose was to subjugate the Island Nations and secure full dominance over the southern Kuknasi Sea.

Although formally supported by the Imperial Faction and led by admirals dispatched at the emperor’s command, Graham Cray manipulated the policy to center on the search for the Rune of Punishment. His plan was to obtain the rune and supposedly present it to the Holy Kingdom of Harmonia in exchange for military assistance.

The policy ultimately escalated into the Island Liberation War, ending in a disastrous defeat for the Kooluk Empire. The failure of the Southern Expansion Policy would undermine the Imperial Faction's influence in internal Kooluk politics.
