He's not the Step-Father, he's the Father that stepped up

Father of Dragons (竜の父, Ryū no Chichi) is a rank within the Knights of the Dragon's Den.

Overview

The title Father of Dragons is the 1st class rank among the Knights of the Dragon's Den, making it the highest title. It is a legendary title and as such is perpetually vacant. Therefore, it is the 2nd class Dragon Knight who has de facto command over the Dragon Knights.
