Anabelle (アナベル, Anaberu) is a supporting character in Suikoden II. Anabelle is the popular mayor of Muse City at the beginning of the Dunan Unification War.
Biography

Anabelle was the mayor of Muse City. Anabelle grew up in a politlcal household; her father, Darrell, had also been the mayor of Muse City[1]. She was very popular as mayor, especially after signing a peace treaty between the Highland Kingdom and Muse[2].
When Luca Blight broke the peace treaty and pillaged East Muse, Anabelle was one of the first to recognize him as a threat[3] and convened the Hilltop Conference at Jowston Hill. This proved unhelpful, however, as most of the other City-States refused to believe her, leaving the forces of Muse and Viktor's Mercenaries to defend against the Highland Army when they attacked Muse City.
Though Anabelle's forces were able to delay a takeover by Luca Blight, Muse fell under Highland rule when Jowy Atreides betrayed Jowston, murdering Anabelle and throwing open the gates for the Highland forces. Though she was unable to prevent the fall of Muse, the other leaders of the City-States of Jowston would eventually rally behind the flag of the New State Army and defeat the Highland Kingdom.
Personality and Traits
Anabelle was a much celebrated politician. Anabelle was deeply patriotic and sought to protect Muse[4]. As mayor, she was known for being diplomatically savvy; her ability to get the Highland Kingdom to sign a peace treaty was seen as a large diplomatic coup[5]. She was not fond of those who sucked up to her or those who wasted time speaking needlessly[6] and had high expectations of those who worked with her[7]. She was also able to delegate well, leaving military affairs to Hauser while she handled civic matters[8].
Anabelle inspired strong feelings in those who worked with her. Her chamberlain, Jess, was deeply in love with her, but hid his feelings as part of his job[9]. She was also very fond of the company of Viktor, and claimed that if she had been born in different circumstances, the two would be a well matched couple[10].
Anabelle felt some guilt for the way the City-State had treated Genkaku and was upset she was unable to atone for her father banishing him, but felt at peace after knowing that Riou and Nanami had shared a happy childhood. As she died, she remarked that she felt it was fate that had pulled Riou to her, allowing her to apologize for one of the sins of Muse's past.
