Fukien is the Head Monk of Qlon Temple. Fukien was aware of the 108 Stars and predicted the gathering of the 108 Stars of Destiny under the Starmaster, the leader of the Toran Liberation Army. Fukien knew that the army had visited him in order to find a means to defeat Neclord and pointed them to the Cave of the Past located behind Qlon Temple.
Once Tir McDohl and his party retrieved the Star Dragon Sword, Fukien travelled with Tir in order to participate in the gathering of the 108 Stars of Destiny. Following the Gate Rune War, Fukien resumed his duties at Qlon. Fukien opened Qlon to all who wished to study there but was forced to eject the warrior priest Gantetsu for his increasingly violent behaviour. Following the Dunan Unification War, however, Fukien welcomed a presumably changed Gantetsu back into the fold.
