The Border Guard (国境警備隊隊長 Kokkyou Keibitai Taichou Border Guards) is an organisation founded immediately after the establishment of the Toran Republic following the Gate Rune War.
The former bandit Varkas was appointed as the commanding officer of this new order[1][2]. In Suikoden II, this means that Varkas is the commander of the border guards stationed at the border between the Toran Republic and City-State of Jowston.
