—  Hugo

Hugo was a librarian and scholar who worked and studied at at Qlon Temple in Lorimar. He was also responsible for the upkeep and organization of ancient scrolls and texts held by the temple archives. Although young, he was very knowledgeable and curiously dressed as someone much older. His meticulous personality led him to despair if his materials and books were not organized correctly. He decided to join the Toran Liberation Army after members of the organization helped him retrieve the War Scroll he had misplaced from deep within the Cave of the Past.

Following the conclusion of the Gate Rune War, Hugo became a member of the Toran Republic government, being appointed the fledgling nation's first Chief Justice.
