Liu (リウ, Riu), full name Liu-Shen (リウ・シエン, Riu Shien), is a major character in Suikoden Tierkreis. Liu is a member of the Citro Village Defense Force who may know more about the mysterious changes in the world than he lets on. His in-game title is Strategist.

Liu was born Liu-Shen, a Scribe rasied in their hidden Woodland Village in the Noslaw Woods. He grew up alongside Len-Lien as his best friend. Although he was raised in the Woodland Village, he chaffed against the rules and restrictions of his people and abandoned the village. He would shorten his name to 'Liu' and after a period of wandering would begin to settle down in Citro Village.

There, he became part of the community, leading a quiet life until the 6th world fusion. Although his Scribe heritage meant he was aware of the changes to the world, and he had become a Starbearer upon touching the Chronicle, he would feign ignorance and cowardice to keep out of events.

However, when the Order of the One True Way made plans to march on Citro Village, he would begin to reveal more about himself, including his fighting ability and tactical acumen in order to aid his friends. Liu would then continue to serve the fledgling Company in this capacity throughout their war with the Order.

It was only when Liu and the hero were trapped between the worlds of the Infinity by Diadora and rescued by Elder Scribe Lao-Kwan would Liu-Shen's full past be revealed to everyone. After much discussion with Lao-Kwan, she would pass on the title of Elder Scribe to Liu-Shen, feeling his proactive nature better suited the times. Liu-Shen would then inherited the Scribe's Chronicle, the Chronicle of the Tatau Council.

Even though Liu was strong in his own right, he always looked up to his fellows in the Citro Village Defense Corps. This was partly why when Dirk came to the castle and requested the Chronicle of the Tatau Council to speak with the hero on equal footing, Liu chose to believe him. After Dirk used the Chronicle to divert the 11th world fusion, Liu would reacquire the Chronicle.

Following the defeat of the One King, Liu-Shen continued in his role as Elder Scribe while also serving as the adviser for the Company, those two roles taking up much of his time and energy.
