The Dragon Plan (竜命計画, Ryū Inochi Keikaku, Dragon Life Plan) was a scheme concocted by the Black Dragon Group in Suikoden II.

Overview

The Dragon Plan was a conspiracy by the Black Dragon Group to exploit the ultimate Moon Bird Recipe in order to satisfy all people, elevating the reputations of cooks everywhere. Shun Min stole the Moon Bird Recipe and passed it to Hai Yo just before her death.

When Hai Yo tore the recipe to pieces after defeating Jinkai in a cook-off, the plan was thwarted.
