Hai Yo is a chef who belonged to the [[Black Dragon Group]]. At one point, Hai Yo rose to the position of one of the 4 Lords of the Black Dragon Group<ref>"That's why you were one of the 4 Lords of the Black Dragon Group." - Ryuki ([[Suikoden II]])</ref> and fell in love with the daughter of [[Retso]], [[Shun Min]]. However, Shun Min and Hai Yo realized that [[Jinkai]], the leader of the Black Dragon Group, was after power. Shun Min stole the [[Moon Bird Recipe]] from Jinkai; though Shun Min was killed in the attempt, Hai Yo successfully took the recipe and left the island.
