This is a very literal read on what is likely a turn of phrase.

The God of Dice (サイコロの神, Saikoro no Kami) is a deity refered to by Gaspar in Suikoden.

Information

Should the player lose to Gaspar in a game of Chinchirorin, after the latter challenged him in the basement of the bar in Kaku, then Gaspar will remark that the God of Dice does not think of much of the player[1].

It is possible that this is just a turn of phrase and not evident of any particular belief in such a being.
