Hoi is a thief who frequented Radat[1]. During the Dunan Unification War, Hoi began to impersonate Riou of the New State Army in order to take advantage of his name. Hoi pulled this trick several times, including in South Window, Two River, and Radat[2]. In Radat, Hoi bragged of the Bright Shield Rune on his hand, and, after showing off one he had drawn on, was discovered to be an impersonator.
The real Riou, who happened to be in Radat, was spotted by the crowd and mistaken for another Riou lookalike. Both Hoi and Riou were beaten up by the crowd. Hoi, believing Riou to be another lookalike, offered to join forces with Riou, but when the two returned to North Window, Hoi realized his mistake.
Hoi remained in the New State Army for the duration of the war. He remained focused on Riou, practising Riou's tonfa techniques[3] and even sneaking into Riou's room[4].
After the Dunan Unification War, Hoi briefly decided to retire from thievery, but soon realized that this was a mistake[5].
