Kwanda Rosman governed the [[Great Forest]] region, and was stationed at [[Pannu Yakuta Castle]]. [[Windy]], the Court Magician of the [[Scarlet Moon Empire]], gave Kwanda a [[Conqueror Rune]], which he used to control monsters <ref>"This was the Black Rune. It was given to me by Lady Windy. Kwanda launched an attack to subjugate the region, first stealing the blueprint of the [[Burning Mirror]] from the [[Dwarf|dwarves]] and building it<ref>"Kwanda Rosman has gotten hold of the blueprint, and is planning to burn down the forest." - Valeria ([[Suikoden (game)|Suikoden]])</ref>. He then drove the [[Kobold|kobolds]] of the Great Forest mad with his rune<ref>"Kobold? Why are you still sane?" - Kwanda Rosman ([[Suikoden (game)|Suikoden]])</ref>, before using the Burning Mirror to burn down [[Lukie Ende Towayo]]<ref>"Kwanda Rosman, you'll pay for burning down our village!" - Kirkis Shana Ques Laviankaaana ([[Suikoden (game)|Suikoden]])</ref>. In response to this, the [[Toran Liberation Army]] mobilized its forces and marched on Pannu Yakuta and Kwanda was routed. Kwanda prepared to use the Burning Mirror to defend Pannu Yakuta<ref>"Damn you. When [[Tir McDohl]] and his party arrived, Kwanda Rosman challenged Tir to a duel<ref>"See my strength. Following his defeat, Kwanda's Black Rune began to burn<ref>"The Black Rune... Ahhhh!

My arm! Ahhhhhhhhh!" - Kwanda Rosman ([[Suikoden (game)|Suikoden]])</ref> and Kwanda regained control of his senses. Distraught, Kwanda asked to be executed<ref>"Are you Commander Tir of the Liberation Army? Please go ahead and take my head. I'll die like a soldier." - Kwanda Rosman ([[Suikoden (game)|Suikoden]])</ref>, but was instead invited to join the Toran Liberation Army. Realizing that the Empire was quickly becoming corrupt beyond repair<ref>"Perhaps the Emperor I knew and trusted disappeared years ago. Commander Tir, let me join your army. Kwanda Rosman fought with the Liberation Army throughout the [[Gate Rune War]], leading his own unit. During the fall of [[Gregminster]], Kwanda Rosman was present at the [[Gregminster Palace]] following the battle, where he expressed concern for Barbarosa<ref>"Your Highness!" - Kwanda Rosman ([[Suikoden (game)|Suikoden]])</ref> and witnessed the emperor's leap from the balcony with Windy. Following the fall of the Scarlet Moon Empire, he became one of the [[Great General|Six Great Generals of the Toran Republic]] and the Commander in Chief of the [[Republican Army]]<ref>"Became Commander-in-Chief of the Republican Army." - Kwanda Rosman's Ending Text ([[Suikoden (game)|Suikoden]])</ref>. By the time of the [[Second Fire Bringer War]], Kwanda no longer held this position; instead he was given the title of Honourary General.
