Jess is a politician from [[Muse City]] who became a chamberlain for  Mayor [[Anabelle]]. When Anabelle was murdered, Jess mourned her deeply. Seeing [[Hero (Suikoden II)]] at the scene of Annabelle's murder, Jess believed Riou to have murdered Anabelle and distrusted Riou and the [[New State Army]], believing them to be deceiving the [[City-State of Jowston]].  Jess, along with [[Hauser]], assembled a force of volunteers and refugees from Muse and [[Greenhill Principality|Greenhill]] in [[Tinto City]]<ref>”We succeeded in gathering about 5000 soldiers including the soldiers who escaped from Greenhill and Muse as well as citizens who wanted to join.” - Jess ([[Suikoden II]])</ref>.

While trying to dispel [[Neclord]] from Tinto, Jess forced troops to attack Neclord hastily based on information received from a Muse soldier, without fact-checking the information<ref>”Of course. Previously, when we were reforming the State Army, we had spies all around. There were many who were caught by the Highland Army and lose their lives, but they all fought for Muse. One of those found out where Neclord lives.” - Jess ([[Suikoden II]])</ref>. Many soldiers died as a result of Jess' haste, but the New State Army was able to destroy Neclord.

After Neclord was defeated, Jess put aside his differences with Riou and joined the New State Army, as well as renouncing his title as Acting Mayor of Muse<ref>”Hauser, I lost a lot of soldiers due to my own poor judgment. Anabelle's last request was for Muse and the State to be saved. But I realized I can't handle that responsibility.
