The Governor (総督, Sōtoku) is a minor antagonist in Suikoden IV. He is a member of the Kooluk Empire government and so, in theory, directs the forces of Graham Cray, Troy and Colton throughout the game.

History

The Governor served as commander of the Kooluk navy during the Island Liberation War. With an ambition to annexation the southern Island Nations, he worked with Graham Cray in planning the invasion and installing the giant Rune Cannon at El-Eal Fortress which would go on to destroy the surface of Iluya Island.

Although he was officially in command of Kooluk's Southern Expansion Policy, the Governor lacked the necessary stature to command the various officers under his command and seemed to be less than capable. Due to this, he would be manipulated by Graham Cray throughout the war only to be imprisoned once his usefulness was at an end. In the prisons of El-Eal Fortress, he would be discovered by Ramada and pleaded for help, but the conversation was overheard by Cray and the Governor was killed soon after.
